If your father meets his requirements in retaining his US Citizenship then there is nothing to prevent you from applying. Will it be accepted? IMO, yup, but then again, the US Consulate/US Passport Service might think otherwise. Only way to find out is to apply.

The people who collect income taxes.
As a citizen, you are technically required to file every year. Don't panic however - there's an agreement with the UK, unless you make tons of money (even then?) you wouldn't have to pay US taxes.
