Not requiring a substitute 1099-R has another benefit for those, like you and me, who live in California. If you have a substitute 1099 (or a form 4852), California precludes you from filing electronically. Given, as I mentioned previously, California taxes any foreign "social security" as ordinary income anyway, there's really no advantage in doing something that requires a substitute 1099.

Sounds a similar problem to Turbo Tax. Which is why TT suggest using Other Income. Line 2z on Schedule 1, which then goes on line 8 on the 1040. Did that, e-filed and had the 2023 refund in my bank 4 days later.

Im now just over 2 years into living in the US and recently upgrade from a piece of sh*t 05' Honda to nice shinny new car, which required me going from what we know as 3rd party to fully comp. They wanted $1600 for 6 months on a 17' GLE. I called them yup to have a chat about the price and turns out Progressive will honour my UK driving experience so rather than being a "new" driver in their eyes (my US license is only 2 years old) I was now a "regular" driver with 20 years experience. I also adjusted my annual milage slightly (not much a 2,000 less) and along with uninsured coverage which I added (as I didnt have it before) it went down to $1000. Thats $1200 a year off with adding my UK dirving experience (that doesnt include no claims discount, as was mentioned at the start, I cant see any US company honouring this).
Give them a call and explain you have UK driving history, see what they say, whats the worst than can happen.

But if you ask the IRS helpline, they will tell you not to use fake numbers. However either way works, and the IRS doesn't seem to object. At the end of the day I use "Other Income" because it is quicker, no hassle filling out substitute forms, and Turbo Tax suggested that way to do it. Bottom line whichever way you choose seems to float the IRS's boat.

Make a choice:-
1) Use Schedule 1 and Other Income
2) Use Turbo Tax and fake number
3) Use either TT or HR Block without a fake number and file a paper return.
It doesn't matter which one.

As an aside, when living in the UK SS is only taxed in the UK but you can’t get TT to put zero as the taxable amount on form 1040, it always puts 85% of your SS as taxable. The solution from the TT community was to put that 15% in other income as a negative value, plus a short explanation with reference to the tax treaty. That has also worked for the last couple of years e-filing.
