Transfer at approval stage

Could anyone pls advise............
My H-1b for a consultancy firm was just approved, but my employer has just told me they no longer have a position for me. They have promised to transfer my H1-B visa to a prosprective employer. Even though I never got paid by them.
Can this be done ? and also is there a time limit placed on the length of time it takes for an applicatnt to come forward at the consulate for the visa stamp. I am currently in England.
