Right, but if it goes further and he's actually been convicted on child pornography charges or abduction or abuse, etc., or if further evidence on a pre-existing case is needed because they needed more evidence to please the courts/police the last time(s) he did something weird/almost illegal/illegal/whatever, then reporting this could help nail the case. Again, if he's innocent, no harm done, because, as many have said here, the law should protect him as well.

Unfortunately it does not work that way ..any accusation even totally unfounded ones.. can and have destroyed peoples lived...

That why accusation without facts is so dangerous in this area ..

You're right, sometimes it doesn't work that way. I would report him anyway if his response was what it was, and in fact he invited the OP to do so.

i already said if he tried to touch or threaten or coerce my kids id rip his head off. taking a photo doesnt harm anyone and isnt illegal and wouldnt 'make' an already flaky case against him. Its not further evidence. The only time it might make a difference was if he was on the sex offenders register and banned from going near children - but thats pretty provocative behaviour from someone in that position - wouldnt they be more furtive? If this was the first time he did it and he got bolder and tried something more that was inappropriate/illegal then the parents quite rightly should be more active when the inappropriate stuff was tried.

You're right, this one incident couldn't be the last tipping point to nailing the case; but it could very well be further evidence in a pre-existing file. I should not have said "nail the case", I should have said to help nail 'him'.

He did invite that the police be called - I believe he knew the law, and expected the police to say that it was permissible.

I agree - if he was a known sex offender, or really intending harm, I do think he would have been more furtive about it.

The more I think about it - I suspect he is just what he said he was. The child struck his eye as a good subject, and he decided he wanted to film her, and was within his legal rights to do so. Perhaps he isn't the nicest guy, as it obviously upset the parents.

I disagree. Sex offenders are notorious repeat offenders. This is very typical of the high risk behavior of a repeat offender. It is a compulsion that defies logical behavior.

I read the article - where does it say he was stalking them? I don't disbelieve you, I just didn't see it.

Horrible man obviously, and I certainly hope he'll never be free again, if he is alive. But you still can't arrest people for what you think they will do, if they haven't done it yet.

He did stalk them Tracy, prior to murdering part of the family. It wasn't a crime of chance....he specifically knew who he wanted.

He selected the two children & planned down to the very details who would live and die out of the family unit. Learned their routines and waited for his opportunity to murder all of the ones that didn't fit into his plan. Subsequently kidnapping the two he wanted to torture, sodomize, rape and enslave. If that's not stalking I don't know what is.

I'm not saying the OP should arrest anybody. What I am saying is that it ain't cool to film other peoples children without their permission. It is even less cool to get a ****ing attitude about it when they tell you to knock it off. I don't know if the guy was a pedo or kidnapper - all I'm saying is that his behavior was definitely NOT ON and the parents shouldn't have to apologize for or justify their reactions.
