I understood it to mean that if a Texas license holder is afforded the privilege of driving on their US license when visiting the UK then the UK license holder has the same benefit in Texas.
This morning, I was thinking reciprocity aka swapping out licenses. IE, my state (and many others) has reciprocity with Germany.. the only foreign license you can swap out for a US state one are Canada and Germany.

But, I dug a little bit and found that in Texas, a UK license is just as valid as a Turkmenistan license!

And, the whole thing made sense and I was prepared to come back and say so until I read the final line:
(10) On this basis, we presume that no reciprocity is extended to residents of Texas unless specific evidence is presented indicating otherwise. In the absence of specific evidence, such applicants are required to obtain a Texas driver license.

Actually, this evening that makes more sense. If you present a foreign license (evidence) you don't have to get the TX license?
It's quite confusing. Just don't want misinformation to propagate.
