Infact in Illinois there is "no provision for legal concealed or open carry by citizens."
A very good site for carry issues is www.packing.org
There are four States where no carry permit is available to private citizen and concealed carry is completely forbidden... Iillinois, Nebraska, Kansas
and Wisconsin...
Vermont is on its own. where citizen can carry at will and no permit is required at all..

Note in States like Illinois... Politicians can carry..or any friend of Mayor Daly can...

California varies considerably depending on the county.. I don't know but I expect its easier in the more rural areas...

Vermont is unique in that permits are not required for carry concealed or unconcealed for resident and non-resident alike. Local ordinances vary, though. Umm That maybe in Canada ....but Im not sure ..its just sounds very cold ...
