Obama's Immigration Announcement - H4 visa and employment authorization?
Does anyone know the impact on H4 visa holders (spouse of an H-1B visa holder working in the USA)?

It sounds like no real change, they could always apply for a EAD once the AOS was in for a greencard.

I wouldn't get too excited. As far as I am aware, this only ever covered an H-4 where the H-1B had an approved I-140 and was waiting for a visa number (eg. EB-2 China and India, and EB-3). As Bob mentioned, you could always apply for an EAD once you had a number and submitted your AOS, so there is no change for the Current categories.
This wouldn't do anything for those waiting for/not receiving greencard sponsorship. As per the other thread, though, no one seems to have details confirmed yet.

Yeah it's for spouses of people who have an approved I-140 but cannot apply for AOS because they're waiting on a visa number. So in other words, people who are EB-3 or are a citizen of a country with a per-country limitation that is preventing them from a getting a visa number.
If a visa number is immediately available and you can file the I-485 with the I-140, then there is no real difference.
