The NHS definitely does not pay for private healthcare supplied in other countries. The bill will be sent to the patient, although unless it is an emergency a US hospital probably won't treat anyone without proof that they can pay, usually an insurance policy or maybe for less expensive treatment, a credit card.
My annual travel insurance is for up to £10 million, and I have declared all my pre-existing conditions to them, but it only covers for trips up to a max of 30 days. I think you can arrange extra cover for additional payment up to 60 days. It's pretty good value and comes with my bank account for £9.95 per month to cover both DH and myself. Might be worth the OP checking if her mum already has such cover, many banks provide it, she may have been 'sold' this type of current account at some point. ....

Also summer is coming and doctors like to send their wives on cruises to the Bahamas , so if business is slow that aching muscle could turn into a triple bypass. A flight helicopter could be 50 grand and the op runs right at 200-300k

Last time I looked the normal excess on a UK Travel Policy was circa GBP100 for Medical expenses.
Percentage is usually a reference to coinsurance, not deductibles.
