Depending on the terms of the insurance, most of it would be covered. But then you will find that the cost of travel insurance covering the US for someone in their 60s and older takes account of these greatly increased costs. My seventy-year-old Mum came out to visit us last Thanksgiving, and the insurance for two weeks cost almost as much as the flight.
And honestly, I'd be wary of saying this:
Are you willing for your mother's medical costs to potentially bankrupt you? I don't know how wealthy you are, and many other things, but there does come a point where the potential amounts involved really does make a difference, even if it is your mother.

I was careful not to hurl abuse at you, as I am cognizant of site rule #1, but in fact remarked on the standard and intelligence of the posts you make on here. The relevance of my remarks are quite clearly evidenced by the fact that you seem to class people by age and from that their ability to be able to move to another country based on them being older than you. Being 20 years younger than me is no excuse for lack of thought and assuming people older than you are not as well able to cope with change.

How long have you lived in Milwaukee? I was there over Easter, wife and I drove up to the Mars Cheese Castle in Kenosha and stayed a night in downtown Milwaukee. Took a selfie with the Fonz on the River Walk and visited the public museum which was rather good. Had some German sausages and beer at the Brat House. Milwaukee is very clean but a bit boring. Is it always like that or was it just the holiday effect?

The NHS definitely does not pay for private healthcare supplied in other countries. The bill will be sent to the patient, although unless it is an emergency a US hospital probably won't treat anyone without proof that they can pay, usually an insurance policy or maybe for less expensive treatment, a credit card.
My annual travel insurance is for up to £10 million, and I have declared all my pre-existing conditions to them, but it only covers for trips up to a max of 30 days. I think you can arrange extra cover for additional payment up to 60 days. It's pretty good value and comes with my bank account for £9.95 per month to cover both DH and myself. Might be worth the OP checking if her mum already has such cover, many banks provide it, she may have been 'sold' this type of current account at some point.
Could 2 or 3 visits of 60 days per year be the way to go? No need to apply for a B visa.

That is soooooo wrong...the NHS will not pay a dime towards your healthcare in the US. Payment is down to the person who is treated.
