Local hospital welcomes Chinese moms.

It's in the local news that a nearby hospital is boosting it's revenue by establishing a unit to cater for Chinese women here on tourist visa's who want to have their baby here and the instant citizenship that comes with it.

Although it is not illegal for a foreigner to have a baby in the US that acquires citizenship, it may be that the hospital is breaking the law by enticing others to break the law. When someone applies for a B2 visa and enters the US, they are asked what is the purpose of the visit and if they answer truthfully, they will likely be denied the visa and/or denied entry.

According to the article they're aiming it at women who are already here on a visitor or business visa.

But a visitor visa would be 6 months while a pregnancy lasts 9.

If the business visa is a B1 visa, that doesn't make much sense. If it is a L or H visa, why would a Chinese woman be enticed to use that hospital unless they have more employees that speak the language and understand Chinese customs than other hospitals?

As sir_eccles seems to indicate for visitors, unless they travel during the last few months of pregnancy, it would likely seem to indicate that giving birth in the US was their intention.

It sounds rather like fear mongering omg teh Chinese babies are going to steal our jerbs type story.

Anchor babies are hardly a fast track.

While I agree, this isn't common knowledge (at least as far as I have observed) since all the Americans I have talked too believe that a USC child has the right to have their parents live here with no further caveats.

Perhaps the hospital is playing on this lack of knowledge?

If they are wealthy enough to spend months in the US and pay US hospital bills, I suspect they understand the law. I suspect some may possibly be doing it as an insurance policy in case bad things happen in China in the future. Although the country is nothing like it was under Mao, it is still a dictatorship and dictators fall sometimes peacefully like much of eastern Europe and the Soviet Union but more often violently.
