INTERNATIONAL DRIVING PERMIT--CAN IT BE OBTAINED BY FSU RESIDENTS?

Does anybody have any experience or knowledge as to whether or not a person
residing in one of the former FSU countries, i. e. Ukraine, can obtain in the
Ukraine an International Driving Permit????

Hmmm, I see where Ukraine is not a party to the 1949 agreement. Guess that
answers that question.

This means your ability to use your license will be determined by the
country you are visiting.
In the US, this will be determined by the state you wished to dribe in.
I would guess (not a legal statement) that many would let a tourist
drive, if from a country not bound by the agreement

However, this isn't going to change the requirement of states that
require you to get a state driver's license when residing in the state.
This does not mean having a green card. Each state determines what this
residency definition is.
