i want to know if a person got married with a girl in Maryland but he is resident of WV and also have a drivers license of WV can he apply his AOS from WV ?

A person can get married anywhere in the world, and subsequently file Form
I-485, the application for adjustment of status.
A person can file a family-based I-485 only at the INS district office or
suboffice for his residence. And his wife had better be living with him at
the time, or there will be problems showing the marriage is real.
Actually there is an exception for residents of the area served by one INS
district office, and I think it's Baltimore. They have to file
marriage-based I-485s elsewhere, I believe.
For West Virginia, there is only one place that you may file. See
