so if Giuliani fails this time....

I'd probably vote for him, he is pretty liberal when it comes to social issues like gay marriage, abortion etc...

Arnie can't run. He's not a native-born citizen. Art 2, Sect 1 of the Constitution. Though there is a movement to change the constitution (though he'll be dead long before that works through all the states to get ratified).
I do think he'd pick up a lot of votes though if he could run.
