No, it means that some portions of the visa and immigration services haven't been affected.

The services that depend on other agencies most likely will be affected. The processing of that adjustment of status application for example, may be affected if required background checks cannot be performed.

Honestly, I expected sanity to prevail like it has every year recently.... although now the shutdown is small potatoes compared to the debt ceiling.

OK hands up anyone who can tell the difference from last week?

I did not get my interview appointment yet for citizenship, but that is no hardship. Who has been personally affected so far?

I have a friend who apparently has her hearing before a judge on hold. Still trying to find out details did not even know she was having issues.

My husband has been reviewing some National Institutes of Health grant applications. He is supposed to go to Washington soon to make final decisions. This will most likely not happen now. NIH grants have already been heavily cut by the sequester

It would be funny if it wasn't sad, but apart from the very obvious (flight controllers, military, etc) it seems only the Congressmen themselves are considered "essential", so they keep drawing salaries for producing absolute crap like they have been doing in this shutdown episode.

I wonder... if their salaries and perks were the first on the line to be cut in case of a shutdown/sequester, would we be watching this circus now?

Very true. On of our senators has never drawn his salary, donating it to charity.
