This seems weird - the website says what documents are needed to get a DL, and I've never heard of any state not issuing DLs to legal residents... I think you just got a dumb official - the DMVs are full of those!

In all the (considerable) time I spent in Hampton, I don't think I ever came across such as creature as a "pedestrian"...

I saw someone fail their test on 3 points befor they had gone 25 yards , hand brake, stop sign and hitting a kerb

Just go to your local driving licence office and tell them you need an ID card for a non-driver.

how much gator infested swamp does one have to walk through to get to the closest location, given that said soul doesn't have a driving licence?
