This seems weird - the website says what documents are needed to get a DL, and I've never heard of any state not issuing DLs to legal residents... I think you just got a dumb official - the DMVs are full of those!

In all the (considerable) time I spent in Hampton, I don't think I ever came across such as creature as a "pedestrian"...

They wear business suits and gym shoes and frequent Starbucks.......often answering to the names Trish or Tiffany.......the myriad of shopping plazas is full of them as they wander aimlessly on their cell phones looking for their grey Saturns.

I saw someone fail their test on 3 points befor they had gone 25 yards , hand brake, stop sign and hitting a kerb

Just go to your local driving licence office and tell them you need an ID card for a non-driver.

Not in Pasco Terry ... have to go to another county to an actual
DMV office ..
