They made a massive push a few years ago to pull out of state plates down my way because it's easy revenue on tickets that get big quick, but also the towns lose out quite a large chunk of change on annual excise tax, especially since they tax leased car owners too.
There was lot of noise down here about the lost tax revenue too, mostly around 4-6 years ago. But nothing much seems to have changed.

I think it probably depends on how cash strapped the towns are.

I've noticed some areas are a lot more lenient than others...seeing how new the cop cars are is usually a safe indicator if one needs to be worried or not on their daily commute as the towns are are more aggressive, always seem to be at the same kind of time at the same kind of commuter bottle necks so they probably get an idea of the regular traffic pattern and keep an eye out for those out of state plates that come by regularly.

Certainly the case in the towns around that I regularly go through.
