I'm afraid I disagree: illegals open simple checking accounts here in AZ using a matrica consular, while visiting legals (e.g. BA aircrew) will simply use a passport as their primary identity. They'll get a Visa/ATM debit card, check book and internet access without a SSN.

However, strangely enough it's now almost impossible to get notary services here without a US government ID. This is an interesting one as illegals and NRAs can easily get a mortgage, but presently can't sign the paperwork!

I've come to the conclusion a lot has to do with which bank it is. My bank tells me they are just not yet configured to provide these services without a SSN, but probably will be in the future.

OK, I'll concede that it is possible to get by without a SSN, but then you are likely to need three other things to coincide, and be provable against US public records (state DMV, etc ) and/or credit databases: Name, address, and birthdate. If this is not possible (and it certainly won't be if you aren't a US resident - which was where this thread started), then you'll have to provide heavy duty ID - basically a passport, or matricular consular (may) be acceptable.

Agreed. I was able to open an account with Wachovia when I first came here. They just needed to see my passport as ID and they set it all up. I had online banking, visa/ATM debit card and check book.

As soon as I got my SSN, I went to my local branch and added it to my account.

The bank account was the easiest thing for me to get here.

I agree, I opened my bank account from the UK with Wachovia online and added my ssn 2 months later.

Today I opened up an account in First Citizens to keep my money for next years taxes and needed my ssn card, driving license and 2 other forms of ID. They refused to open it without my ssn card so I had to go home and get it.
