Correct, that's a recent change - this year I believe. But you don't, for example, need a TV license to watch BBC programs on other streaming services such as Netflix which is the point I was trying to make.

As it happens we now have a home in England including a paid up TV licence but if we didn't I would still watch iPlayer and hope that some day they would come up with a mechanism to pay for it.

We have been using Tunnelbear for the past few years. Cost ~$50/year and I have it installed on my laptop, 2 iPhones and an iPad. Works just fine for us but if you'd like to browse some other VPN options they are reviewed below. (I've used it from the US, Canada, Australia and Belgium.)

Tunnelbear and UnoTelly here. No problems with either, though I prefer Unotelly.
Hoping Britbox will negate the need for either, once it comes online.

I use CyberGhost on my computer. The only reason for this is because I got a years free subscription. Annoyingly this was only for one device.
It's ok for accessing a certain BBC product with little lag.
I've not tried it for anything else.

I had reliability issues (which others may have not suffered from).
They seemed to suffer badly from the Netflix debacle, and responded with opaqueness, just ignoring the issue and pretending it didnt happen. In itself access to UK Netflix is a minor issue for me, but the resulting removal of the functionality of the region pickers and removal of support posts and forums was.
