If he had been in the US he would have been dead right. They did used to deliberately "adjust" the speedo to read a faster speed but it was as a safety measure (??) to lead drivers into thinking they were going faster than they actually were.
They also had a law here where speedo's could not read higher than 80 MPH. Anyfaster than that and the needle went into a blank area of the guage. Another ridiculous idea.
