Actually, you don't have to plate or insure a moped - have a look at the moped section:

What about insurance? That's usually where they rape you when you don't have a US credit history and/or drivers license.

I'm an avid motorcycle rider here in FL and most states require an additional endorsement on your license to be able to ride a motorcycle. Your British one probably isn't good enough.

You need a class M endorsement to ride a motorcycle here in NV, but as linked above you don't need one to ride a moped.
