Oregon, is very nice but it all depends on what you enjoy. I say California, because I like what it has to offer. Oregon, has no sales tax, to some that is a great reason to live there etc...

Google is your Friend - once you can spell. Actually it does a pretty good job with helping on that.
Western Oregon is a very moderate climate. For three seasons similar to England. Then a gorgeous long pleasant summer. Central and Eastern Oregon can be cold (ish) in the winter, but Californians for instance are flocking to live in Bend in Central Oregon for the high number of sunny days per year. Lots of outdoor stuff too - hiking, climbing, skiing etc. Wind surfing etc around Hood River.
Ethnic diversity - Ha Ha! Lots !!!! Especially in the Valley and Portland.
And not just Hispanic. Russian, Vietnamese, Japanese, etc, etc.
The people are friendly. Unless you keep pulling their chain. For instance, if you were really keen on moving and had the resources to do so, wouldn't you go and check out the locations?
BTW which location in the UK did you pick?
