What's the deal with your luggage. Do you have to pick it up at SFO and recheck it in? I'm not sure as there will obviously be no customs nor border patrol at SLO. If your bags are checked straight through, you maybe ok, but those immigration lines can be worse than the security lines sometimes. The good news is, if you miss your connection, United will stick you on the next available flight free of charge. The bad news is SLO will probably only have one or two flights a day to SFO so you may have a pretty horrendous layover in the airport. I'm flying to OKC a lot at the moment. I missed my last connection from SFO to Monterey by 5 minutes. There was a 12 hour wait for the next flight. I ended up taking a 3 hour bus ride home!
Oh and international is one thing, they can make up the time and it won't have such a knock on if it arrives a little late. The flight from SFO to SLO will be one of their regional hopper flights. They won't hold it.

Even if you are transiting the US you still have to clear immigration and customs at the first airport before boarding a flight to another country.

Yeah, I knew you had to clear both immigration and customs, but wasn't sure if you had to physically had to collect your bags. The TSA can open an unattended bag,and do so regularly so it goes without saying that customs could do the same. That's why I wasn't sure if you physically needed your bag to clear customs.

Some out-of-US airports have their own little bit of US to clear immigration and customs there (for instance Vancouver and Ottawa). Such flights are exceptional and you'll arrive at a domestic terminal.
90 minutes is tight, but as United let you do that, it's on them if it goes awry -- and it certainly can at SFO. If this happens go to the service desk opposite to where the luggage recheck is and get that sorted before rechecking luggage.
SLO is a nice vacation spot -- enjoy.

SFO is quite compact. 90 minutes is a good amount of time. I usually give myself 60 minutes connection time for domestic flights and that is excessive.
When do you arrive? There are 3 flights a day to SLO.
The other thing is that you are close enough to drive to SLO from SF. 4 hours drive if you do miss that particular flight.

United are a shite airline. However, every time I've missed a connection, and I've missed a load with them this year, they've rebooked me on the next flight and texted me to let me know my new details before I've even reached the ticket desk. In that regard, they are very good.

And the additional flghts to SLO are all well and good as long as they have spare seats on the day.

US pre-clearance is done at all Canadian airports with US flights, plus Dublin, Shannon and Abu Dhabi and certian Carribean airports. There are talks of adding other places but nothing concrete yet as far as I know.

Victoria, BC has US flights but no pre-clearance.
I don't think Kelowna has pre-clearance either and they also have US flights.
"Victoria International Airport does not currently have a U.S. Pre-Clearance Facility so travellers will clear both U.S. Customs and Immigration upon arrival into the United States."
