There's a few sites that list places for free or cheap.

There's a house not far from here that's $1, you just have to pay to take it apart and move it to where you want it.

There's also a few places where you get the house free, you've just got to pay to renovate it and live there for 3-5 years etc...

Interesting idea....hmmm....

IIRC the Spanish govt did something similar a while ago. Apparently farms were falling derelict as young people migrated to the coast to leech off tourists, so the deal was you got a free farm, so long as you actually farmed it for a few years.

The house probably isn't as good of a deal that it appears. She'll have to pay the back taxes, its probably in a rural area without sewage and water, the house is condemed so no one can move into it, and it'll probably cost at least $5,000 to tear it down. There are plenty of undeveloped properties available in rural areas throughout the US that probably can be purchased for less than $6,000 for a lot.

$800 back taxes, take down the house, clean up the land and she then intends to sell on. Good deal

You obviously have not looked at housing prices in many places in rural America. In northern Minnesota (the land of 10,000 lakes and a zillion mosquitos), you can pick up plenty of lots on a lakes (vacation property) for less than $6,000. When you show your friends after you purchase a lot, they respond either "Oh, it isn't on one of the larger lakes" or if it is on one of the larger lakes, "Oh, the property is not directly on the lake shore".

They are usually only vacation homes and not a primary residence because people wouldn't think of driving more than a 1/2 hour to work in that area.
