Why not call an overseas USCIS instead. They list their phone numbers
on their web pages.

Thanks, Olwagner! This is more useful than (someone else) berating me for
ostensibly not using a search engine which I did do but through oversight or
otherwise I didn't come across this overseas option before I posed my
question.
