Default washington accord

I'm at the very begining of my research on "how I can apply to live in the u.s". I was wondering if anyone on here has any info on the washington accord. I have a degree which is accredited and I've got over 4 years expierence in my filed. Can anyone give me a starting point ...? Help would be very much appreciated.
