Hello:

my wife's mother in Russia has been denied a visitor's visa for visiting us in the U.S.
because of "too close relationship, you would stay". Is there a way to appeal this? We are
not going to live with her permanently, but visiting us once in a while for 1-2 months,
helping with the daughter, taking the daughter to Moscow for summer, bringing her back,
etc., would be very convenient. My wife has an H1-B status here.
