Do you need a visa for an unpaid internship? Or will a visa waiver do?

Most likely, you will need the appropriate type of visa. Visa waiver is
exclusively for tourists for pleasure, and for business visitors engaged
in certain limited activities (such as sales calls, conferences).

Depending on the nature of the internship, probably an H-3 or a J-1 visa
are appropriate.
