Default Transferring from L1-B to H-1B

I have been working in the US on a L-1B visa since Sept 2000. I have found another company who may be willing to sponsor an H1 visa. I know that the H-1B cap was reached already for this fiscal year. Do I have to wait till September 30, 2005 to start working for this company. Can somebody please clarify. Thanks.
