Tourist Visa. Any regulation on the purpose?

Hi,
I have a question on the tourist visa. From my country(Japan), we can enter and
stay in the USA upto 3 month with only passport and flight ticket and of course
money to live.
But is it possible to stay in the USA for a few manth and go out of the USA for a few
weeks and then come back again to stay for a few month?
I am a permanent resident and thinking of geting the citizenship in 2 years later.
But during for these 2 years, I am not sure my fiance can enter and stay with me by
tourist visa or not by entering and going out of the USA according to the regulation
on the tourist visa during the 2 year period..
Or it is possible but not recommended or risky?.
Please give me ant tip or advise. I appriciate.

Risky because of 2 reasons:
1. You're a permanent resident. Your fiance might have trouble with "intent" when
either obtaining a visa or entering the US, as she might be presumed to be an
intended immigrant. She could be denied entry if she attempts to enter the US.
This is bad because a removal may interfere with any future plans you have of
petitioning for her and her adjusting status.
2. If she comes and stays for a long time then leaves the US for only a short time
then returns she might be denied entry on a future attempt. Again, because of
intent and misuse of a tourist visa.
