Don't take this the wrong way please, but she is going to have more than seatbelts to worry about when she moves to the UK if she is that size. I know people over there are getting fatter, but she's going to get a fair amount of abuse I would imagine.

I like tha seat belt law for MA
If a cop see's you without one on he can't stop you unless you commit a different offence Then he can give you a ticket for the seat belt violation
They need to enforce the laws for other things more strongly
I see drivers reading, on the phone, looking at a PC screen, eating meals and with road atlas's spread out on the streering wheel.

I'll accept your claim on face value, although you offered no supporting evidence that this is the case. I still stand by my original point - if they didn't break the law they wouldn't get a fine; regardless as to who is being fined, and whether as you claim some are fined more frequently than others, the fact they broke the law created the revenue stream. The police didn't get a revenue stream from innocent 'victims'.

You're missing the point. Policing is only effective with the consent of the community. Key to that is the perception that the police are impartial and motivated by their oaths to uphold the law. Once it becomes the popular view that policing has been degraded to just another form of extortion then that consent begins to break down.

It is very naive to think that it could ever be the case when "the police are impartial and motivated by their oaths to uphold the law". They are not robots. It goes without saying that some people are more likely to experience leniency. I would imagine leniency is at a personal level, and not at an institutional level.
After hearing Bobs claim, if I had a Mass or NY tags whilst driving through Maine I'd be less likely to gamble on speeding.
The point stands, if you break the law then expect a chance of being fined. If you get away with it then lucky you, but don't bitch if you get a ticket.

One morning when calling the UK I must have missed dialed and dialed 911 instead of 011...an operator immediately came on the phone and asked me various questions to make sure I was OK. No sooner had I put the phone down the local cops were banging on the door.
