receipt processing whats it mean?

receipt processing whats it mean?
when it says 60 days for processing time does that mean 60 calendar days or 60
working days? and is it possible that it might be donew before the actual date they
had suggested? its so hard to make any plans to move when you just have to sit and
wait for this approval. thanks to all responses
