Default priority dates!

My wifes father filed for us in feb 2005 and ever since i have been monitoring processing times on the uscis website for ca and they never change. could anybody tell me, doe's anybody think they will ever change?
I know mass immigration is probably something that most people have strong views on, but would it be better for the economy to boost immigration? I.E from a tax point of view.
The reason i say this, is because here in britain there is a lot of people complaining about the influx of e.u workers and we are told from government that this is boosting the economy.
I can see the other side to the coin, on social housing and public services etc, but would like your opinions.

Whether or not it's "better" is largely dependent on your POV. The business owner gets cheap labor and a mobile workforce, but the average taxpayer gets undercut wages resulting in layoffs.
