Default PR of Canada entering on H1B

Hi,

I have a question re. entering US on an approved H1B from Canada while
being a Canadian Permanent resident (PR similar to Green Card) and hailing
from a commonwealth country.
(Please read the entire msg. it is important that the whole situation is
clarified)

1) Does this person need a H1B visa stamp from US consulate in Canada
to enter US? is the current visa exemption only valid for visitors?

2) If no visa is required NOW, how will it be impacted when the proposed
visa program for Commonwealth country PR in Canada is implemented - if at all?
Can one obtain the visa then from a Canadian based US embassy or does one
have to return to Country of origin.

3) Can one sponsor a spouse from the country of origin if one is on H1B status,
is employed by a company which is searching for a suitable project and only
has a I94 without a H1B visa stamp?

4) How will the proposed visa program affect the Windsor-detroit commuting
candiadates?

5) Will the visa program affect the investments in US made by these PRs?

Any help ASAP is highly appreciated.
