NVC - State Dept list of eligibles for V visa

Can I use the I-824 to request INS-NSC to discover the approved I-130 file at the NSC
and to send the information to National Visa Center (NVC) to put spouse on the State
Dept list of eligibles for the V visa?
The Spouse I-130 Petition was approved in March 1997. The Warsaw post looks for the
beneficiaries name to appear on the NVC list of eligibles for V visa. The F2A
priority date is Sep 96. The V visa should be quicker than the F2A visa to end the 4
year spouse seperation and bring the wife to live with the husband in the USA.
Should I attach a sheet to the I-824 per the instructions on the back of the I-824
and state the above in a specific request? Should I include the beneficiaries current
address for the post to send packet 3?
