NSEERS (Question)
Does call for registration under NSEERS means that the country in on the department of states list of states sponsoring terrorism or is that completely different.

NSEERS was started in June 2002, and at that time there was no official list
of countries.
The first group of countries for special registration was specified on
11/06/2002. It consisted of all the countries on the "state sponsors of
terrorism list" except for North Korea and Cuba.

The second group of countries added North Korea. Cuba has not yet been
added.
The second and third groups of countries contain many more countries. These
