Is one allowed to have more than one tn-1 simultaneously?

If so is there a hard set limit to the number of tn-1 visas one can
hold?

Yes, it's allowed. I don't think there is a defined numerical limit, but the POE officer would use his/her judgement. If, for example, you held two TNs and wanted a third, you'd have to make a case for how you had time to work three jobs simultaneously. It's certainly possible, but the more you have the more questions that are likely to be asked.
