The following is pure speculation.
It may be that at one time they may possibly got into trouble with USCIS and signed some "consent order" not to do that again but also to create procedures to stop the practice. When USCIS decided that their "new procedures" were acceptable, they signed off on the "consent order".

Is this some wrinkle concerning intent? I know that when you get an F-1 (for instance) the idea is that you have a foreign domicile to which you intend to return at the conclusion of your studies. Now, obviously a lot of students don't leave the US after graduation, and this is understood to be part of the process. But an OPT job or whatever is a new opportunity that has arisen after the beneficiary is already in the US, not a preconceived plan. If you walked into the consulate to apply for an F-1 and said "oh hey, and this is the company I'm going to get an H-1B with after I graduate" I wonder what they'd say.

Intrax can't stop you from transferring to H-1B. I guess they can refuse J-1 sponsorship if you tell them you're planning to do that.
We've used Cultural Vistas, but they gave us some trouble so we moved to Intrax, who weren't great either. I'd be happy to hear of a better sponsor to deal with if you find one.
