Yeah. Certainly the fact that it's legal for them to sponsor a change of status doesn't mean that they're obliged to do so.

Is this some wrinkle concerning intent? I know that when you get an F-1 (for instance) the idea is that you have a foreign domicile to which you intend to return at the conclusion of your studies. Now, obviously a lot of students don't leave the US after graduation, and this is understood to be part of the process. But an OPT job or whatever is a new opportunity that has arisen after the beneficiary is already in the US, not a preconceived plan. If you walked into the consulate to apply for an F-1 and said "oh hey, and this is the company I'm going to get an H-1B with after I graduate" I wonder what they'd say.

Can anyone recommend a good J1 sponsor?

Especially from those who have transferred status in the past?

I dont want to go with Intrax again... not after their comments.

Intrax can't stop you from transferring to H-1B. I guess they can refuse J-1 sponsorship if you tell them you're planning to do that.

We've used Cultural Vistas, but they gave us some trouble so we moved to Intrax, who weren't great either. I'd be happy to hear of a better sponsor to deal with if you find one.
