A friend of mine who is a Canadian citizen with a greencard and permanent resident
status here in the US asked me if I thought he could apply for a US fiance visa for
his non-American fiance. I said I thought not but offered to ask the newsgroup.
Secondary question. If he and his fiance marry first in her country and Canada turns
them down (because he's living/working in the US) then what are their options here if
he were able to transform his greencard into an American passport? He and his wife
would then file I-130 and be together in about a year?

You are correct he does not qualify for a Fiancée Visa. That is an option only open
to US citizens. Also you cannot transform a green card into a US Passport. You have
to be a US Citizen in order to get a US Passport.
If they marry in Canada, they would still need to file the I-130 for her to come to
the US to live with him. As for the hows and how longs, I am not an authority and
will leave that for someone else to expand upon.
