how long should it take to transfer h1b to another company?

My frined is supposed to start working for a new company but he has been waiting
almost 6 weeks for the receipt number just to start I was told by another friend this
should only take about 2 weeks to get the receipt!! and what do you do about it ?

Seems that waiting two weeks to get a receipt number is a myth. I'm still waiting for
my receipt number and it's been 7 weeks (California).... The only thing to do is....
