How to get H-1b visa stamp in Manila

I've read an article pointing out that due to the high cases of fraud in the US Embassy in
Manila, they have a very strict H-1b visa stamping process. According to the article, the
consulate in Manila no longer accepts the "consular notification" and requires an original
I-797 (Approval Notice) directly from INS. They won't even accept original I-797s from the
H-1b visa applicant.
I've been working for 6 months now on H1-b status but I don't have a visa stamp in my
passport. I'd like to know what the special process is for getting a visa stamp in Manila.
Additionally, is there a chance of getting denied an H-1b visa stamp? I applied for a
change of status from B1 to H-1b last Feb 2000 and got approved last July 2000.
Any help would be appreciated
