How does USCIS handle errors when the quota is gone?

How does USCIS handle errors when the quota is gone?
USCIS has mistakenly sorted my premium processing advanced degree
application sent on April 2nd as regular quota and I lost the lottery.
I have earned a PhD from US years ago. We have refiled. I wonder, what
will USCIS do now that the advanced degree quota is gone? Do they have
some visas reserved for those kinds of errors? There is at least half
a dozen people I know in the same situation.
Also, if they accept my (re)petition, how long will it take? Will
USCIS consider the premium processing again? I have read they have a
lot of backlogs, so regular non-PP cap based receipts are going to
take until mid June to be sent.

All very interesting questions to which I do not know the answer. Here's
where a competent immigration attorney can really make a difference. Good
luck finding one though.
From the looks of it, you could even file a class action lawsuit.

It does not affect any H1B petitions though.

Yes, it is been very difficult to find answers. Only a few people have
been through it last year, so I don't know how they will handle it
this year. I'll keep waiting. Meanwhile, if someone has any insight
about our case please let me know.
