This will be done only if they recieve 65k within first week I think. Last two years they had to resort to this, but this year, they didnt do it, as they didnt complete the quota until now.

You will quickly find out "I qualify for H1B" and "I will get one issued" are two statements miles apart.
Although - I am sure the random selection would some some criteria/rules but there is no guarantee. Someone with 10 years of quality experience can be declined yet someone with 2 years of experience can get the visa. PURE LOTTERY
SO, you still think H1B is better than E3?

I thought it was that the applications are randomly picked to be processed which then may or may not be approved. I can't see USCIS approving visas automatically without anyone looking at them.

I hear lots of H1B are being revoked after USCIS or their contractor has visited the sites where visa holder are reputed to be working and found not all as it should be...

Whether those applications are approved or not is an entirely different process. If an application isn't approved, then another application is picked at random from the remaining pool of applications.

No, that's not what it means. It means that applications are randomly selected from the pool of all applications rather than based on when they arrived.
