Default H1B and AOS

If a person has a H1B visa, and is married to a US resident, can an AOS be filed.

If they file for an AOS, can the H1B stay in the USA until processed?

Yes.

Yes. He can either continue to work on H-1B as long as that is valid, or apply
for an EAD.
