H1-B educatrion+experience requirements

Hi,
I have two years college education ( out of a three years course ) and about 11 years of
work experience in IT/computer science. Am I elegible to apply to an H1-B visa or is
college degree is must ? I have heard that experience in IT is highly valued to obtain the
work permit, is there some clear rule about it ?
