h-1b swap possible?

Hello,

A friend of mine got selected into this years h1b lottery but is going
to withdraw the petition because he got a better offer abroad. I
didn't make it in, so I was wondering if we can swap, or maybe
exchange so that I will be counted in his quota???

My guess is that there isn't a black market for H1B quotas ; rather,
USCIS would randomly select another applicant
