After how long one has lived in the US illegally are they eligible to apply for a
green card? Is that even possible at all?

The current "registry date" is in 1972 (I don't remember the exact day). This means
that if you lived in the US since that day, you would be able to get a Green Card.
The registry date is adjusted from time to time. There has been some discussion about
changing it to 1986 or maybe even later than that.
