Former resident, seasonal Resident, or Settler?

Default Former resident, seasonal Resident, or Settler?

I landed at the Windsor-Detroit border in Oct 2004 with the Goods to
follow list, but have yet to establish residency. In May/June of 2006 I
will be moving to Toronto permanently, using movers (upack) to move my
house hold goods and drive my car across the border.

After reading this newsgroup and online at the "Settlers' Effects -
Tariff Item No. 9807.00.00" it seems like there will be no duty on
the things in the Goods to follow list, but will have to pay duty for
the things I bought during the last year.
Is this true?

There are some references to a 1 year limit? Is this in any document?

I am hoping that the customs clearance for the car will be done at the
border, while the other goods clearance will be at a customs office in
Toronto,

When filling the "Customs Form B4" (Personal Effects Accounting
Document), should I check "Former resident", "seasonal
Resident", or "Settler"?
