F2(dependent) visa: Help

Hi, I am visiting India in Oct. 2001. I would marry my fiancee and would like to
bring her here on F2 visa. My F1 visa is valid till March 2002 and I-20 is valid till
Oct. 1 2002. I have gotten an I-20 made for her. My questions are:
1. What other documents I/she needs to take to embassy.
2. I heard marriage photographs of certain sizes are required: please enlighten
3. What are her chances? I am almost finishing my Ph.D.? Does a No affect H4b
chances later?
4. Anyone knows embassy fees in New Delhi and to whom exactly? Thanks a ton Sunil
