Entering from Canada on VWP

Entering from Canada on VWP
Where would it leave me if, for some reason (and I cannot think of one), I was refused entry into US at :-
1) Pre-inspection at the International airport - have I left Canada?
2) Land Border - have I left Canada?

1) probably Canada.
2) in limbo, as I thought I would have exited Canada, as they do for 'flagpole' re-entries/applications.

As far as I am aware, Canada has to take back those refused entry from the US on the land frontier. However, you could be detained.
