embassy don't respond on fax or email?

embassy don't respond on fax or email?
I emailed and fax to the embassy in Brussels a few weeks ago to ask i can
open an provisional file but they do not respond.I emailed first and 2 weeks
later i did the fax but no answer.
I have received my NOA2 now, should i sent (by regular mail) a letter and a
copy from NOA2 to embassy
and ask they can say me what documents i need for the interview ?
My fiancee received a letter last monday from NVC that they sent the papers
to embassy?

My experience: Our NVC approval 3 weeks ago, sent to embassy, they
had a question and they called me at work from Santiago Chile to ask
the question, (they do care!) After the trauma of TSC it was a shock!
I doubt that not responding to your email will affect your processing
time nor will a response speed it up.
I suspect the embassy recieves a tremendous volume of daily email they
so they probably just watch for questions they can make a difference
with.
Here at SSA.gov that's what we do. It's impossible to answer all the
email.
"Provisional Files" are probably a thing of the past.

The consulate in Germany told my fiance they would open the file when he gets the approval notice from me which I am sending today. Is this the same as a provisional file?
